Verified against the official EU examples

The SECCI.pro APRC engine is verified against the worked examples published in Annex I of Directive 2008/48/EC and Annex III of Directive (EU) 2023/2225. Each test vector reproduces the directive's inputs and compares the computed APRC / TAEG against the official expected value to within rounding tolerance.
